The present general terms and conditions of sale apply exclusively between:

When a customer wishes to make a transaction using our website, they declare to have accepted the present general terms and conditions of sale, whithout reservation.
You may,at any time, access and download the general terms and conditions of sale directly on the website. These general terms and conditions of sale may be modified at any time and the applicable terms and conditions are those which appear on the website at the time of the request.

Article 1.a: VALIDATION OF THE REQUEST

Once your request has been registered in our services, we will send you a request confirmation e-mail. The same applies for your documents if, during the treatment of your application, circumstances call for such an action, the terms and conditions of sale lay be modified.If this is the case, we will xair for your approval before proceeding with your application.

Article 1.b: MEANS OF COMMUNICATION

For all request made on the website, the one and only official method of communication is our message service which can be accessed by logging onto our site www.centrale-visa-congo.com and cliking on the tab<<contact us>> on the top right-hand side of the homepage, where you can then write your message.
No telephone messages or e-mails of any kind will be considered.
No information transmitted via telephone has any contractual value.
Only the information communicated and confirmed by e-mail, after confirmation of the request, will be taken into account. For this, it is your responsability to consult your e-mail inbox regularly and verify that no communications have been sent to your <<spam>> box.
If during our various e-mail exchanges an error message notifies us that your e-mail address is invalid, your request will be automatically cancelled, even if your telephone number is valid. If an e-mail sent by us remains unanswerd by you the processing of your requestshall be suspended.


Article 2: PRICES

The prices listed on our website are indicated in Euros and exclusive of tax (VAT not applicable, art.293B of the CGI (French General Tax Code).
Our rates include:

-CVCBRAZZA services + price of the service
- VAT
-Lost property insurance.

The descriptives concerning the documents are non-contractual and, with the database belonging to the Congo administration, we cannot be held responsible for any information published regardless of whatever type it may be. Our rates may change in function with circumstances, thus the price listed on our website at the moment your request is being registered will be the one applied upon the delivery of your equest and applicable to the said reqquest only.
Despite our viligance, we are aware that it may be possible that an error in prices may affect a certain number of documents among those which appear on the site.
Verifications and corrections arre carried out on a regular basis, including before your documents is sent off; if the corrected price is lower than the one listed on the website, we will aplly the lower price.
If the corrected price is higher than the price listed on the website, we will give you notice and proceed with the cancellation of your request, unless you choose to accept the new price and continue with your request.

Article 3: PAYMENT

Payments may be by credit card, a PayPal account, bank transfert, or money order.
-Acceptped credit cards: VISA, CB, MASTERDARD, AMERICAN EXPRESS via the PayPal secure site.
Cards issued bu banks not domiciled in France must be international banks cards.
We havechosen PayPal as our partner for payments using bank cards as it provides maximum security, in particular by directly refunding the customer in cases of fraud, abuse or dispute, even against CVCBRAZZA and this, regardless of the nature of the dispute.

A request paid via bank transfer and/or money order will automatically be cancelled if we do not receive your tranfer/money order within 10 working days.

We do not accept personnal cheques.

Defaulted payments
Alle defaulted payments will immediately result in the cancellation of the request.

Article 4: Availability

All documents listed the heading<<Our services>> shall be considered as available. All other requests for documents not listed under the heading <<Our Services>> can be made via e-mail using the heading <<Request for personalised documents>>at the bottom of the screen

Article 5: Request Processing Time

Times are calculated in working days and are extended until the following working day.
Request processing time begins once your have received and e-mail or text confirming that your payment has been validated immediately if your payment via bank card is accepted, verified and validated by PayPal. If you have chosen to pay via a bank transfer or money order, the validation of these payments will depend on the arrival of your payment at our bank.

 CVCBRAZZA is not responsible for the deadlines set out by the Consular for issuing documents.

The time given for the issuing of documents isl eft uo to the discretionof the Consulate of Congo.
Delivery time is generally between 1 and 3 working days: if the delivery is expected to takelonger than 3
 working days, we will inform you via e-mail of the estimated delay time, at which time you may either choose to continue with or cancel your request.

Delivery time depends on the postal system.

We cannot be held responsible for any consequences suffered due to a delay in shipping or delivery.
All requests not sent within 15 days of the request will be cancelled. In the event  of an unusual delay, you will be notified by e-mail.
Shipping and delivery periods are only given as estimates and any eventual delays do not give the customer the right to cancel a request, to refuse the documents or to claim damages. However, you alwas have the possibility to cancel your request without a penalty fee before the request is shipped or if the proposed time frame does not suit you. If you refuse a requets once our services have been fulfilled and the document has already been sent, you will be responsible for the shipping and return fees. A request with an invalid or incorrect address, telephone number, e-mail address, etc may be cancelled even if it has already been validated: in order to reimburse you, we will make a transfer to your account if your CB has already been debited or if your payment via transfer or money order has already been executed. In this instance, we ask you to please send us all of your banking data via e-mail, and in particular not forgetting the IBAN code and BIC code.

Article 6: Delivery Fees

Deliverys fees are included in the rate of the documents requested.
For deliveries outside or France, please make a request for an estimates on our website by clicking on the tab " Request for personalised documents". If a false address is entred by the customer or if information that is necessary for the final stage of delivery is missing or if you are quite simply absent at the time of delivery (only a confirmation by the postman is considered valid), all forwarding and return fees will apply and be charged entirely to the customer who will be responsible for settling them beofre another delivery attempts is made, once any errors have been corrected and all fees paid.

Article 7: Countries We Deliver To

Documents requested on our website are for delivery in France.
For all other countries, please make a request for an estimate on our website under the heading "Request for personalised documents".

Article 8: Receipt of documents

Customers are responsible for verifying the document(s) they have receiveved are the one(s) they requested.
It's impossible that an error may occur, and sometimes one that is caused by us, such as a sifferent document from the one requested being sent. It is precisely for this reason that customers should verify the document(s) they have received and not make any modifications and/or reimbursement. If the customer does not comply with this clause they will not be entitled to any refunds, even if the error was made by the Consulate.
In the case of an error on our paart, we will bear the return and re-delivery costs.
The documents are non-modifiable and non-refundable unless the error was made by the Consulate

Article 9 : Property Rights

We retain all property rights to all documents until they have been paid in full.

Article 10: License to Acces the Site

We grant you a limited license to access and use our site for your perso,al use and withh your sole purpose being to make a request for documents.
Under no circumstances,are you authorised to download or modify any or all of the elements on this website without our express written permission. This license does not allow you under any circumstances to use, in order to sell or for any other commercial use, this site or its contents (listed documents, decriptions, prices, download or copied information for the benefit of another retailer, use of data, sofware, sound clips, graphics and tools). This site, in part or in whole, shall not be reproduced, copied, sold or used for commercial reasons without our express written  permission. You shall not use any techniques permitting you to copy a brand, a logo or any other information (pictures, texts, and visuals in particular) of which we are the owners without our express written permission.

Article 11: Protection of Personal Data

 We undertake to protect your personal data. All personal data we have received concerning you is treated with our protection  policy on personal data.

Article 12: Assurances

The insurance inclueded in our packages prrotects you against the following situations:
- loss of your documents as a  result of the negligence of CVCBRAZZA or any mail service or company;
- More than 4 days delay in the return delivery, regarding the fixed deadline,caused by the mailing company.
- More than 3 days delay on Mobile Money and Mobile top

The insurance do not covers:
- Any delay caused by the Consulate(the official processing time set by the Consulate can be found in our web site);
- Any loss or damage of your documents caused by the Consulate in your documents.
- Any delays related to Mobile Money and Mobile top operators

With this insurance, you will be compensated up to your document value only if the mailing comapny provides original posting proof.

Article 13: False documents and or consignee number error

If you use False documents in your application, your request will not be reimbursed neither by the Congolese consular Services nor by CVCBRAZZA.
For Mobile Money and Mobile top transfers, a recipient number error by the sender will not be refunded by the Mobile Money Merchant or by CVCBRAZZA.

Article 14: Right of Retraction
 

As a consumer, you have the right to withdraw from the Agreement within 14 days without invoking any grounds. The withdrawal period expires after 14 days from the date of the order.

To exercise your right of withdrawal, please inform CVCBRAZZA of your decision by means of a written declaration (in particular by means of e-mail or postal mail). You can contact us by e-mail at contact@cvcbrazza.com, or by phone at 01 84 78 19 78 (Call not overtaxed, excluding any cost depending on your operator) or by postal mail at the following address: CVCBRAZZA customer service at 163 Quai du Docteur Dervaux 92600 Asnières sur Seine.

In order to respect the withdrawal period, it is sufficient to inform us of your decision to exercise your right of withdrawal before the expiry of this withdrawal period. Effects of the withdrawal

If you decide to withdraw from the Agreement, we will refund all amounts paid, including delivery costs, to you as soon as possible and, in any case, within 14 days from the day on which we are informed of your decision to withdraw from this Agreement. The refund method will be the same as the payment method you used during the initial transaction. In any case, this refund will not incur any costs.

 

Article 15: Mobile payment and charging of communication credit

 


 
As an intermediary, CVCBRAZZA has set up, the possibility of performing, a Mobile Money, as well as the possibility of reloading a mobile phone from abroad thanks to its partnership with the company AC BAT (Marchand Mobile Money), domiciled in Congo Brazzaville and whose activity consists in making CASH or electronic money available to applicants (via an electronic wallet system).

 

Thus, anyone wishing to make a Mobile Money and or reload a loved one’s mobile can now do it from abroad, without moving and at less cost.

 

What is Mobile Money?

 

 

This is the possibility given to a person with an MTN or AIRTEL telephone number to be able to send or receive money via the mobile payment system (also known as mobile money transfer). Payments are debited either on a bank card or on the operator’s invoice.

 

 

What is “Reload a loved one’s mobile”?

 

 

It’s just adding credit to a phone number that’s not ours. This credit can be used to make calls, send SMS or photos and use data…

 

You are not a resident of the Congo, you do not have a SIM card MTN or AIRTEL Congo-Brazzaville but you would like to send money or reload a mobile phone of a relative via his mobile number.

 

 

How do I do that?

 

 

Information for the sender

 

 

CVCBRAZZA is the intermediary that helps you make the payment from abroad and ensures that your recipient receives the money in Congo via his mobile number.

 

To do so, simply log in to www.cvcbrazza.com.

 

1/ Click on the "OUR SERVICES" tab

 

2/ Choose the service «Mobile Money or Recharge according to the operator of your choice»

 

3/ Select the amount you want to send or reload.

 

4/ Add to basket

 

5/ Validate your cart or continue shopping

 

6/ Sign in or create a customer account

 

7/ Choose the delivery method "Free transfer fee"

 

8/ Choose the payment method you want: Paypal, Credit card, transfer, etc.

 

9/ validate the payment

 

10/ Fill out the mobile payment request form or mobile top up online according to the operator of your choice and validate by scanning your ID.

 

11/ The service will be carried out on the same day if the payment is validated at the latest at 17h, Paris time. Otherwise, the service will be provided the next day before noon.

 

12/ An email or SMS will inform you of the expected date as well as the transfer confirmation.

 

 

Information about the recipient

 

 

For the Mobile money service, the recipient must have a Mobile Money account depending on the operator.

 

If the recipient does not have an account yet, they can open one in seconds, free of charge.

 

Simply type *105# for MTN and *128# for AIRTEL on the phone keypad and follow the instructions for activating the Mobile Money account.

 

Once the account is created, it becomes eligible upon receipt of the desired amount, within the limits of the general conditions of sale.

 

The recipient must make the following information available to the sender:

 

1/ his e-mail address

 

2/ his Name,

 

3/ his First Name,

 

4/ its address

 

5/ the name of its mobile operator

 

6/ its telephone number on which the transaction will be made.

 

 

Our rates are included:

 

 

- CVCBRAZZA service

 

- Mobile money or Recharge transfer fee amount: your recipient will not have to pay!

 

- Insurance in case of non-compliance with the deadline.

 

- 100% secure payment.

 

Restrictions and Deadlines

 

 

In the case of Mobile Money transfers, less than or equal to 250 000 XAF the sums are available in the same day if the order is made before 17h, Paris time.

 

Otherwise, the service will be provided the next day before noon except on public holidays.

 

In the case of Mobile Money transfers, more than 250,000 XAF the sums are available within 48 hours after validation of the order by our services.

 

Transfers can only be made from Monday to Friday from 8:00-17:00 and on Saturday from 8:00-14:00.

All transfers made after 14:00 on Saturday will be processed only the next business day.

 

Please keep in mind that for the Mobile Money and Mobile Charging products available on our website, the legal withdrawal period of 14 days is not applicable, once the transfer is completed. You will be asked to consent to waive your right of withdrawal for these products as they can be used instantly.


Article 16:

The present general terms and conditions of sale and use are governed by French law.
